This is when energy bills shot up after the invasion of Ukraine, and more people fell behind with their bills. <\/p>\n<p>There was a public outcry after it was revealed that debt agents broke into some people\u2019s homes to fit meters without their consent.<\/p>\n<p>Others were switched over remotely to the pay-as-you-go system, which is the most expensive form of energy, more costly than for those who pay via direct debit.&nbsp;<\/p>\n<p>It meant that if customers didn&#8217;t have enough money to pay for their energy, they could be left without heating, lights, or cooking power, even in winter.<\/p>\n<div class=\"factbox\" data-ico=\"factbox_article\" data-track-module=\"factbox_article\">\n<h2 class=\"factbox-title\">\n\t\t\t\tWhich companies does it affect?\t\t\t<\/h2>\n<div class=\"factbox-content\">\n<ul class=\"wp-block-list\">\n<li>Scottish Power<\/li>\n<li>EDF<\/li>\n<li>E.ON<\/li>\n<li>Utility Warehouse<\/li>\n<li>Good Energy<\/li>\n<li>Tru Energy<\/li>\n<li>Ecotricity<\/li>\n<li>Octopus (because acquired Bulb and Shell, who had cases of customers being force fitted)<\/li>\n<\/ul>\n<p>Enforcement investigations into British Gas, Utilita and OVO have not yet finished, so they are not part of today&#8217;s announcement.<\/p>\n<\/p><\/div>\n<\/p><\/div>\n<p>Writing in Metro in 2023, Dawn Butler MP <a href=\"https:\/\/metro.co.uk\/2023\/02\/10\/prepayment-meters-are-a-national-scandal-forced-instalment-is-the-tip-of-the-iceberg-18259864\/\">criticised the forced fitting of these meters,<\/a> saying: &#8216;It is unfair and inhumane to disregard the vulnerability and the impact on these people\u2019s lives.&nbsp;&nbsp;<\/p>\n<p>&#8216;I was once strongly in favour of smart meters, but with the availability of remote switching, it has now had unintended consequences and must always ensure the protection of customers.&#8217;<\/p>\n<p>British Gas came in for especially heavy scrutiny. A Times investigation claimed agents <a href=\"https:\/\/metro.co.uk\/2023\/02\/02\/british-gas-to-stop-using-warrants-to-force-prepay-meters-on-people-18209919\/\">strong-armed into the homes of people who had fallen behind with bills<\/a> to fit the devices, even if children and disabled people were living there.<\/p>\n<p>Among those made to switch included a woman in her 50s living with \u2018severe mental health bipolar and a mother whose \u2018daughter is disabled and has a hoist and electric wheelchair\u2019, the newspaper alleged.<\/p>\n<p>The government stepped in with new restrictions that it should not be done to elderly or other vulnerable people.<\/p>\n<h2 class=\"wp-block-heading\">&#8216;Justice finally being delivered&#8217;<\/h2>\n<p>Dhara Vyas, chief executive of Energy UK, which represents energy firms, said today: &#8216;Suppliers have worked hard to co-operate with this comprehensive review and taken further action to put things right in the cases where a prepayment meter (PPM) shouldn&#8217;t have been installed &#8211; or where there was insufficient support for the customers concerned.<\/p>\n<p>&#8216;Suppliers have been working closely with Ofgem to meet the requirements of its review and have signed up to the Code of Practice before they have been able to restart involuntary installations of PPMs and have carried out thorough testing of the new processes.<\/p>\n<p>&#8216;Involuntary installations have been a last &#8211; but necessary &#8211; resort for cases where repeated attempts to address debt with the customer through other means have been unsuccessful. It&#8217;s bad for customers to fall further and further into arrears, and bad debt ultimately drives up the prices that are paid by all customers.<\/p>\n<div class=\"metro-embed__twitter\">\n<figure class=\"wp-block-embed is-type-rich is-provider-twitter wp-block-embed-twitter\">\n<div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"twitter-tweet\" data-conversation=\"all\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">The forced installation of prepayment meters was a national scandal, with vulnerable people having their homes broken into by energy companies. This scandal should never have happened.Today we deliver on our promise to those victims, and deliver proper compensation. <a href=\"https:\/\/t.co\/fk1HNcMahq\">https:\/\/t.co\/fk1HNcMahq<\/a><\/p>\n<p>&mdash; Ed Miliband (@Ed_Miliband) <a href=\"https:\/\/twitter.com\/Ed_Miliband\/status\/1927632123415982568?ref_src=twsrc%5Etfw\">May 28, 2025<\/a><\/p><\/blockquote>\n<\/div>\n<\/figure><\/div>\n<p>&#8216;Since the pause on installations, customer debt has risen to a record \u00a34 billion, and the industry remains keen to work with Ofgem on the proposed relief scheme to tackle this problem.&#8217;<\/p>\n<p>Energy Secretary Ed Miliband said: &#8216;Justice is finally being delivered to many of the families, lots of them vulnerable, who were affected by the scandal of energy suppliers wrongly forcibly installing prepayment meters.<\/p>\n<p>&#8216;The Government has campaigned tirelessly on this issue and are pleased to see the level of compensation increase to \u00a318.6 million, up from \u00a3420,000 under the previous government.<\/p>\n<p>&#8216;Consumers must come first, which is why we are reforming the energy market to stamp out bad practice and make it easier to access proper redress when things go wrong, through our comprehensive review of Ofgem.
